EU: ENISA publishes Roadmap on CSIRTs and LEAs cooperation

The European Union Agency for Cybersecurity ('ENISA') published, on 2 April 2020, a Roadmap ('the Roadmap') to enhance the cooperation between Computer Security Incident Response Teams ('CSIRTs') and law enforcement agencies ('LEAs'), which includes an analysis of significant issues that are likely to inhibit cooperation. In particular, ENISA highlighted that LEAs are likely to be better positioned to investigate complex criminal structures, and that the understanding of technical, legal, and organisational challenges by CSIRTs, LEAs, and the judiciary, is essential in an effort to enhance cooperation and fight against cybercrime. In addition, ENISA outlined recommendations to improve the cooperation among the above entities, including, among other things, developing a competency framework for cybersecurity workforce and education and training policies, as well as simplifying arrangements by creating internal cooperation procedures to streamline exchanges.
