International: CoE supports action plan on human rights and biomedical technologies

The Committee of Ministers ('the Committee') of the Council of Europe ('CoE') announced, on 12 February 2020, that it supports the five-year action plan ('the Plan') on human rights and technologies in the context of biomedicine presented by the Committee on Bioethics. In particular, the Committee highlighted that the Plan focuses on areas including the governance of technology and the key challenges posed by technological developments and trends in biomedical practices.

In addition, the Plan notes, among other things, that artificial intelligence depends on vast amounts of patient data, that personalised medicine depends on access to and sharing of genomic and health data, that information should be provided to data donors, and that the collection and sharing of genomic data raises questions regarding autonomy, privacy, and freedom of thought.
