Israel: PPA publishes guidance on Coronavirus
The Privacy Protection Authority ('PPA') published, on 23 March 2020, guidance ('the Guidance') on the COVID-19 ('Coronavirus') for the public, public bodies, and employers in the private sector. In particular, the Guidance highlights that state authorities have conducted assessments and promulgated various guidelines to regulate conduct, such as the Emergency State Regulations. Specifically, the Guidance outlines that the right to privacy is not an absolute right and the Protection of Privacy Law, 5741-1981 does not stand in the way of health services preventing the spread of the virus. However, the Guidance states there are important considerations for processing personal information in this context, especially regarding the collection of sensitive information.
Furthermore, the Guidance indicates that bodies will assess the possibility of deleting collected information as quickly as possible, when it is no longer necessary to store it. Moreover, the Guidance includes questions and answers, regarding, among other things, ensuring privacy and information security in the context of working from home. In addition, the Guidance notes the PPA's establishment of a hotline to assist in providing practical solutions with short response times.
