Russia: Government announces tracking of geolocation data due to Coronavirus

The Government of the Russian Federation announced, on 23 March 2020, that it had instructed the Ministry of Digital Development, Communications, and Mass Media ('Minkomsvyaz') to organise, by 27 March 2020, the creation of a tracking system for citizens who are in contact with individuals infected with COVID-19 ('Coronavirus'), based on information from mobile operators about the geolocation of mobile phones. In particular, the Government stated that this would provide for the possibility of notifying citizens that they had been in contact with someone infected with Coronavirus, informing them of the need to self-isolate, as well as sending this information to the operational headquarters of the constituent entities of the Russian Federation.
