UK: ICO publishes report on advertising technology and RTB
The Information Commissioner's Office ('ICO') published, on 20 June 2019, its report ('the Report') on advertising technology and real-time bidding ('RTB'), further to its technology strategy and investigations on the same. In particular, the Report examines data processing practices within RTB and key issues such as transparency, consent, lawful basis, profiling, DPIA requirements, the use of contractual agreements and data security within the 'online advertising ecosystem.' In addition, the Report outlines future approaches of the ICO to address these issues, including obtaining data controller submissions on bid request data management, further consultations with IAB Europe and Google regarding their respective frameworks, and continuing to share information with other data protection authorities across Europe.
