Pakistan: MOITT seeks comments for amended rules on unlawful online content

The Ministry of Information Technology and Telecommunications ('MOITT') announced on Twitter, on 23 June 2021, that it had modified its Rules for Removal & Blocking of Unlawful Online Content (Procedure, Oversight, & Safeguards) Rules, 2020. In particular, the modified rules specifically target 'significant' social media companies which include entities with more than 500,000 users in Pakistan or those identified by the Authority designated under the Prevention of Electronic Crimes Act, 2016. Furthermore, the modified rules empower the Authority to require the immediate blocking or removal of content that threatens the security or integrity of Pakistan, as well as any other content that incites violence and disturbs public order. More importantly, the modified rules oblige covered entities to enact their own guidelines to ensure that the usage of online information systems does not violate local laws.
