Russia: President announces instructions for national digital transformation project

On March 30, 2024, the President of Russia approved a list of instructions on implementing the President's address to the Federal Assembly, held on February 29, 2024.

In particular, item 8 of the instructions concerns the Data Economy and Digital Transformation of the State, allocating from the federal budget the amount of at least RUB 700 billion (approx. $7.6 billion) for, among other measures:

  • investment in domestic solutions in the field of information technology;
  • formation by 2030 of digital platforms in all key sectors of the economy and social sphere, as well as in the field of public administration;
  • support for companies and startups that develop and produce equipment and software for processing and storing data; and
  • increasing the share of mass socially significant state and municipal services provided in electronic form using, inter alia, artificial intelligence (AI).

In addition, item 9 consists of instructions to ensure technological sovereignty by, among other things, ensuring the development, approval, and implementation of new national projects of technological sovereignty in key areas, primarily in terms of preserving the health of citizens, food security, unmanned aerial systems, means of production and automation, transport mobility (including autonomous vehicles), data economy, and digital transformation of the State.

Moreover, the established period of execution of the above measures is until September 1, 2024.
