On February 22, 2024, Senate Bill 2 an act concerning artificial intelligence was referred to the Joint Committee on General Law. The bill proposes that from July 1, 2025, each developer of a high-risk artificial intelligence (AI) system shall use reasonable care to protect consumers from any known or reasonably foreseeable risks of algorithmic discrimination. In any enforcement action brought on or after said date by the Attorney General under Section 7 of the bill, there shall be a rebuttable presumption that a developer used reasonable care as required under this subsection if the developer complied with the provisions of this section.

The bill defines 'algorithmic discrimination,' 'artificial intelligence,' 'artificial intelligence system', and 'generative artificial intelligence system,' among others. In particular, the bill defines AI as any technology, including, but not limited to, machine learning, that uses data to train an algorithm or predictive model for the purpose of enabling a computer system or service to autonomously perform any task, including, but not limited to, visual perception, language processing, or speech recognition, that is normally associated with human intelligence or perception.
