Heilongjiang: Congress passes Social Credit Regulations
Credit China announced, on 18 May 2022, that the Standing Committee of the 13th Heilongjiang Provincial People's Congress had passed the Heilongjiang Province Social Credit Regulations. In particular, the regulations outline definitions of social credit, public credit, and non-public credit information, among others. In addition, the regulations stipulate that the collection, sharing, opening, and application of social credit information should follow the principles of legality, legitimacy, necessity, and prudence, and must not harm public security and public interests, as well as not infringe on state secrets, commercial secrets, and personal privacy. Furthermore, the regulations provide requirements for the protection of the rights and interests of credit subjects, including credit subject rights, such as a right to know and correction.
The regulations will enter into effect on 1 July 2022.
