Uganda: President assents to amendments of the Computer Misuse Bill 2022

The President of the Republic of Uganda, Yoweri Museveni, assented, on 14 October 2022, to the Computer Misuse (Amendment) Bill, 2022 ('the Bill'). In particular, the Bill establishes enhanced provisions on unauthorised access to information or data, prohibits the sharing of any information relating to a child without authorisation from a parent or guardian, and prohibits the sending or sharing of information that promotes hate speech, among other things. Furthermore, the Bill sets out penalties for those using social media to publish, distribute, or share information that is prohibited under the laws of Uganda, or using disguised or false identity, and establishes the penalty of imprisonment for any individual who 'without authorisation, accesses another person's data or information, voice, or video records and shares any information that relates to another person'.
