Uzbekistan: Legislative chamber adopts increased penalties for privacy violations at first reading

The Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan ('the Chamber') announced, on 25 May 2021, that it had adopted a bill to improve the legal framework for personal data at its first reading. In particular, the Chamber noted the rising number of violations committed as a result of the misuse of personal data, as well as the increasing use of personal data via the internet and other networks. In light of these concerns, the Chamber noted that the bill seeks to amend the Administrative Responsibility Code of 22 September 1994 as well as the Criminal Code of 1 April 1994. More specifically, the Chamber highlighted that the bill provides for:

  • new penalties for the illegal collection, storage, modification, and processing of personal data; and
  • intensified penalties for violating obligations to collect personal data using technical means located on the territory of Uzbekistan and to store such data in databases registered in the prescribed manner.
